Web pages see “CSS pixels”, which are usually fewer than the screen's physical pixels. On a phone with a device pixel ratio of 3, a 390 px wide viewport is 1,170 physical pixels across.

Why is the resolution smaller than my monitor's?
Web pages measure in CSS pixels. With display scaling, a 4K monitor at 200% shows as 1920 × 1080 CSS pixels. The device pixel ratio tells you how many physical pixels make up each CSS pixel.
Which screen sizes should I design for?
Most phones are between about 360 and 430 CSS pixels wide, and common laptop and desktop windows range from about 1280 to 1920. Designing fluid layouts that work at every width is better than targeting exact sizes.
